Category B fit out meaning

What does Category B fit out mean?
Category B fit out (Cat B) describes occupier-specific interior works carried out after the landlord’s base build (shell and core or Category A). It is not defined in legislation or case law; it is an industry term used in leases, agreements for lease and construction contracts across England & Wales, Scotland, Northern Ireland and Ireland, with a broadly consistent meaning. Typical Cat B scope includes internal partitions and meeting rooms, floor finishes and branding, fitted furniture and kitchens/tea points, reception areas and blinds, data/AV cabling, signage, and modifications to mechanical and electrical (M&E) services and lighting. Legally, Cat B works are usually designed, procured and funded by the tenant or owner-occupier. They commonly require landlord consent via a licence for alterations and compliance with any building/facilities fit-out guide. Agreements for lease often make Cat B design approval and completion milestones conditions precedent or rent-free triggers. Works must comply with planning (where relevant), building regulations, fire safety and health and safety construction regulations (CDM 2015 in Great Britain; CDM NI 2016 in Northern Ireland; Safety, Health and Welfare at Work (Construction) Regulations 2013 in Ireland).
