The principal legislative framework governing EPCs consists of the Energy Performance of Buildings (England and Wales) Regulations 2012, SI 2012/3118 (EPC Regs 2012), alongside the Building Regulations 2010, SI 2010/2214 (Building Regs 2010), which collectively gave effect to the obligations under the recast Energy Performance of Buildings Directive 2010/31/EU (the recast EPBD directive). The EPC Regs 2012 apply to all buildings throughout England and Wales. Before EPC Regs 2012, the Energy Performance of Buildings (Certificates and Inspections) (England and Wales) Regulations 2007, SI 2007/991 put in place the original Energy Performance of Buildings Directive 2002/91/EC (the original EPBD directive). The recast EPBD directive emerged after the European Council determined that clearer, more targeted measures were needed to secure energy efficiency gains within buildings across all Member States.
