EU structure (EU Law)—overview

EU institutions


This subtopic brings together resources on the structure and functions of EU institutions, alongside the EU legal system and its core principles.

The EU institutional framework comprises seven main bodies, each representing different interests and exercising executive, legislative, judicial and other powers. The principal EU institutions are:

  • the European Council
  • the European Parliament
  • the European Commission
  • the Council of the European Union
  • the Court of Justice of the European Union (CJEU)
  • the European Central Bank (ECB)
  • the European Court of Auditors (ECA)

The European Council sets the EU’s overall political direction but holds no law-making powers. It comprises national heads of state or government and meets for a few days every four to six months to fix broad political priorities and major initiatives. It normally reaches decisions by consensus, unless the EU Treaties state otherwise. For further reading, see Practice Note: Guide to the European Council.

What is indirect effect of EU law? The doctrine of indirect effect, also called consistent interpretation, imposes on national courts, as organs of the Member State charged with fulfilling EU commitments, a responsibility to construe domestic legislation in the light of EU law, in particular Directives.
