What does Single market mean? Single market describes, in practice, a legal area where goods, services, persons and capital move without internal customs or unjustified regulatory barriers, achieved through harmonisation and mutual recognition and underpinned by competition and state aid/subsidy control. In EU law, the EU Single Market is anchored in the Treaty on the Functioning of the European Union, secondary legislation and Court of Justice case law; it removes internal borders and restricts national rules that hinder cross-border trade, establishment or mobility. Background

In December 2019, through her political guidelines, Commission President Ursula von der Leyen pledged to introduce a new EU DSA to modernise liability and safety standards for digital Platforms, services and products. The intention was for the EU DSA to revise the E‑Commerce Directive and, by comparison, extend its reach to facilities including internet service providers, content Delivery networks, search engines, blockchains and cloud services.

A public consultation was held in 2020 to gather views on the key challenges linked to the provision of digital services, particularly online platforms. A report summarising the consultation’s outcomes was issued in December 2020.
