What does Framework Directive mean? In telecoms regulation, this term refers to the EU measure that set the overarching rules for regulating electronic communications networks and services. It is shorthand for Directive 2002/21/EC (the “Framework Directive”), as amended by Directive 2009/140/EC, which established the principles for market analysis, significant market power (SMP) designations, access and interconnection, spectrum management, and the role of national regulatory authorities (such as Ofcom and ComReg). STOP PRESS: Amendments to the EU Water Framework Directive will take effECt on 10 May 2026 via Directive (EU) 2026/805, published in the Official Journal on 20 April 2026. Member States must transpose these changes into national law by 21 December 2027. This Practice Note is being updated to reflect the revisions.

Purpose and objectives

  • prevent deterioration, and protect and enhance the status of aquatic ecosystems, as well as territorial ecosystems and wetlands that are directly reliant on aquatic ecosystems
  • promote sustainable water use founded on the long-term protection of available water resources
  • strengthen the protection and improvement of the aquatic environment...
