The introduction of the new FPR 2010, PD 12J followed a report from the working group chaired by Cobb J, commissioned by the President of the Family Division, Sir James Munby, after the 2016 recommendations of the all-party parliamentary group on domestic violence. The President asked Cobb J to review FPR 2010, PD 12J to determine whether changes were required.
