What does Scope mean? Scope (often called the scope of works) describes, in construction and engineering practice, the package of work the contractor must perform and any constraints or methods required. This Practice Note examines the application, Scope and limits of the legislative and practical changes affecting businesses operating under licensing regimes, brought in as part of the Government’s Response to coronavirus (COVID-19). These measures arose under the Coronavirus Act 2020 (CA 2020) and the Health Protection (Coronavirus, Restrictions) (England) Regulations 2020, SI 2020/350, together with later amendments made between 26 March 2020 and 3 July 2020.

On 4 July 2020, the Health Protection (Coronavirus, Restrictions) (No 2) (England) Regulations 2020, SI 2020/684, took effect and revoked the Health Protection (Coronavirus, Restrictions) (England) Regulations 2020, SI 2020/350 and subsequent amendments, save as preserved by regulation 2(2) for any offence committed under those provisions before 4 July 2020. As a result, this material remains relevant as a Reference point for such offences. These temporary measures were intended to safeguard public health by requiring business closures and imposing other restrictions to maintain social distancing and limit the transmission of coronavirus.
