What does Joint Authority mean? In local government practice, a joint authority is a statutory corporate body through which the metropolitan district councils act collectively to discharge county‑wide functions—most commonly fire and rescue services and, historically, passenger transport (now integrated transport). The model is created and defined by Part IV of the Local Government Act 1985, which established joint authorities for the former metropolitan county areas.
