What does Framework Directive mean? In telecoms regulation, this term refers to the EU measure that set the overarching rules for regulating electronic communications networks and services. It is shorthand for Directive 2002/21/EC (the “Framework Directive”), as amended by Directive 2009/140/EC, which established the principles for market analysis, significant market power (SMP) designations, access and interconnection, spectrum management, and the role of national regulatory authorities (such as Ofcom and ComReg).
