What does Requirements mean? In Development Consent Order (DCO) practice, Requirements are the binding conditions that regulate how, when and on what detailed terms the authorised development may proceed. They typically oblige the undertaker to submit and secure approval of detailed design, construction, and environmental management documents (for example, CEMP, traffic, landscape, contamination and archaeology plans) before commencement, phased works or operation. The term is used in legislation: section 120 of the Planning Act 2008 permits a DCO to impose “requirements”. Background

The National Health Service (Concerns, Complaints and Redress Arrangements) (Wales) Regulations 2011, SI 2011/704, took effect on 1 April 2011. Made under the NHS Redress (Wales) Measure 2008, they introduced a fresh system for the handling and investigation of concerns about NHS services in Wales.

The latest provisions, in force from 1 April 2023—the National Health Service (Concerns, Complaints and Redress Arrangements) (Wales) (Amendment) Regulations 2023, SI 2023/281—amend the National Health Service (Concerns, Complaints and Redress Arrangements) (Wales) Regulations 2011 (the “Principal Regulations”). They set out what the NHS in Wales must do to enable responsible bodies to deal with concerns effectively.

The guidance on addressing concerns in the Welsh NHS is called ‘Putting Things Right’. It applies to:

  • All Health Boards in Wales
  • NHS Trusts in Wales
  • Independent providers in Wales providing NHS funded care
  • Primary care practitioners in Wales...
