What does EU regulation mean? In legal practice, an EU regulation sets uniform rules that apply automatically and immediately across the EU, without the need for national implementing legislation. Defined in Article 288 TFEU, a regulation is of general application, binding in its entirety and capable of direct effect; in EU Member States (including Ireland) it has primacy over conflicting national law. In the UK, EU regulations applied directly until IP completion day (31 December 2020) under the European Communities Act 1972. It operates to stay proceedings on terms that have been agreed. The provisions contained in the schedule may remain confidential.
