Background

The CR(PS)R 2012 took effect on 6 April 2013 to give effect to Article 19 of Directive 2011/83/EU (OJ L 304/64), the EU Consumer Rights Directive (EU CRD). That measure barred traders from imposing payment method fees on consumers that exceeded the costs the trader actually incurred for that method. Its impact proved narrow, however, and the EU adopted Directive 2015/2366/EU, the second Payment Services Directive (PSD2), in 2015 to strengthen the position.
