What does Development Agreement mean? A development agreement is a contract used to deliver a building or regeneration scheme in which a developer agrees to procure and manage construction works for a landowner, investor, tenant or public authority, typically in return for a land interest, a price, or a profit share. It is a descriptive term rather than a statutory definition, but where a public body is involved the arrangement may constitute a public works contract under procurement rules if it creates enforceable obligations to carry out works.
