What does Development Agreement mean? A development agreement is a contract used to deliver a building or regeneration scheme in which a developer agrees to procure and manage construction works for a landowner, investor, tenant or public authority, typically in return for a land interest, a price, or a profit share. From 24 February 2025, the core provisions of the Procurement Act 2023 (PA 2023) are live. Any procurement launched on or after that date must follow PA 2023. Exercises commenced under the prior regime must continue and be managed under those rules:
