What happened?

2017 saw the Publication of no fewer than three Finance Bills, prompted by the general election and moving the annual Budget from spring to autumn. The first of these became the Finance Act 2017, the second the Finance (No 2) Act 2017 (F(No 2)A 2017), and the third is to be enacted in 2018 as the Finance Act 2018.
