History of the CAP is closely intertwined with the EU’s creation and evolution. In the post-war years, Europe faced farm shortfalls and leaned heavily on American shipments. Launched in 1962 to guarantee stable food supplies, the CAP has since undergone reforms in 1992, 1999, 2003, 2013 and 2021. Its objectives shifted away from price supports towards direct payments to farmers, with those payments increasingly detached from production.
