What does Co-operation Agreement mean? In practice, a co-operation agreement in the nuclear sector describes either: (1) a contract between operators of neighbouring nuclear sites in the UK setting out how they will work together to meet safety, security, safeguards and emergency planning duties; or (2) a State-to-State treaty (including with Euratom) enabling peaceful nuclear trade and collaboration. The term is descriptive rather than a defined statutory expression.
