In capital markets practice, a prospectus is the document given to potential investors describing the securities on offer or to be admitted to trading and the issuer (and any guarantor), so investors can make an informed assessment. On 20 July 2017, the Prospectus Regulation (EU) 2017/1129 entered into force across the EU. It became fully effective in all EU member states (which then included the UK) on 21 July 2019, although certain exemptions from the prospectus publication requirement applied from July 2017 and July 2018.
