What does authorities mean? Authorities are the legal sources a lawyer relies on to justify a proposition of law in submissions, skeleton arguments and judgments. The term is descriptive and widely used across England & Wales, Scotland, Northern Ireland and Ireland, rather than being defined by statute. Authorities typically include: primary legislation and subordinate legislation; binding appellate case law within the relevant jurisdiction; and, as persuasive material, decisions from other UK or foreign courts, tribunal rulings, EU and ECHR jurisprudence where applicable, and reputable academic commentary. Registration authorities

Applications to register a town or village green (TVG) must be lodged with the registration Authority for the land in question. In most cases this will be the county council, a Unitary authority, a Metropolitan district council, or a London borough. Where the land falls within more than one registration area, submit the application to the authority in whose area the majority of the land is situated.

Section 15 of the Commons Act 2006 (CoA 2006) sets out the statutory criteria for registration (see Practice Note: What is a town or village green?—Statutory requirements for registration). For most of England, procedure on applications is governed by the Commons (Registration of Town or Village Greens) (Interim Arrangements) (England) Regulations 2007, SI 2007/457 (the English CR Regulations). However, applications made to pioneer registration authorities in England are governed by the Commons Registration (England) Regulations 2014, SI 2014/3038 (the 2014 Regulations).
