What does EUMR mean? EUMR describes the EU’s merger control regime under which the European Commission reviews “concentrations” (mergers, acquisitions and full‑function joint ventures) meeting EU‑wide turnover thresholds. It is set out in legislation: Council Regulation (EC) No 139/2004 on the control of concentrations between undertakings (OJ L 24, 29.1.2004), as amended.
