The responses indicate increased flexibility for smaller developments and confirm that NSIPs will be subject to mandatory BNG from 2 November 2026, alongside additional clarity on how the regime will function in practice. National policies concerning green belts in England are set out in the government’s National Planning Policy Framework (NPPF). The NPPF states that the government places great importance on green belts. There is a general presumption against inappropriate development unless very special circumstances are shown to demonstrate that the benefits of the proposal would outweigh the overall harm caused to the green belt. The NPPF explains what is regarded as appropriate development in the green belt. In December 2024 the NPPF was updated, introducing significant changes to green belt policy in England to enable more development to take place within the green belt in certain specified circumstances.
