What does Advocates' meeting mean?
An advocates’ meeting is a pre-hearing discussion in public law children cases at which the parties’ advocates—and any litigant in person—meet to identify and narrow the issues, agree or refine proposed directions, and prepare draft case management documents for the court. In England and Wales it is a specific step under the Public Law Outline (Family Procedure Rules, PD12A), normally held shortly before the Case Management Hearing (CMH) and again before the Issues Resolution Hearing (IRH). Typical outputs include an agreed or annotated draft case management order, a refined list of issues, timetabling for evidence and assessments (including any expert instruction), and confirmation of any concessions or settlement prospects. Meetings are commonly conducted by telephone or video. Northern Ireland operates a comparable PLO regime under its practice directions, requiring advocates’ meetings before the Case Management Review (CMR) and ahead of the IRH, with similar purposes and outputs. In Scotland and Ireland the phrase is descriptive rather than defined in legislation or rules. Equivalent pre-hearing discussions occur under local case management practice (for example, pre-hearing or case management conferences) to streamline contested child care proceedings. The practical aim across jurisdictions is consistent: efficient case management and focused hearings.
