What does Association Agreement (Euratom) mean?
In practice, this refers to a treaty by which the European Atomic Energy Community (Euratom/eaec) would establish an association with a third country, creating reciprocal rights and obligations, common action and special procedures. The concept and language come from Article 206 of the euratom treaty. Unlike EU “association agreements” under Article 217 TFEU, no association agreement has been concluded by Euratom under Article 206. Instead, Euratom has used Article 101 of the Euratom Treaty to conclude international nuclear co‑operation agreements and to allow certain third countries to participate in elements of the Euratom Research and Training Programme. Practitioners are therefore more likely to encounter nuclear co‑operation agreements or programme association arrangements, rather than a formal Euratom “association agreement”. The term is used consistently across England & Wales, Scotland, Northern Ireland and Ireland, primarily in public international law, energy, and research funding contexts. Its practical relevance lies in treaty due diligence for cross‑border nuclear projects (safeguards, supply, research access and governance). Following the UK’s withdrawal from Euratom, there is currently no Euratom association agreement with the UK; any ongoing collaboration proceeds under other instruments rather than Article 206.
