In legal practice, BWROG refers to the Boiling Water Reactor Owners’
group, an international industry association of nuclear licensees and utilities that own or operate boiling water reactors. It develops and shares technical guidance (for example on operations, maintenance and severe accident management) and coordinates common positions with vendors and regulators. The term is not defined in UK or Irish legislation or case law; it is a descriptive expression used across nuclear regulatory, commercial and liability contexts.
For UK and Irish lawyers, BWROG materials may arise in nuclear procurement, vendor contracts, licensing and safety case submissions, due diligence, and expert evidence, including as benchmarks for “good industry practice”. Membership and document-access arrangements typically involve intellectual property, confidentiality, export control and information-security obligations, and are subject to competition law compliance. The group operates under the auspices of the Electric Power Research Institute (EPRI).
Although there are currently no operating BWRs in the UK or Ireland, BWROG guidance can be relevant to projects involving ABWR technology, cross‑border supply chains, and engagement with the Office for Nuclear Regulation (ONR) and environmental regulators. Usage and legal significance are broadly consistent across England and Wales, Scotland, Northern Ireland and Ireland.
