Category A fit out meaning

What does Category A fit out mean?
Category A fit out (Cat A) is the landlord/developer’s basic internal specification of commercial space delivered before tenant-specific works. It is not defined by legislation or case law; it is a market term whose scope should be fixed in the agreement for lease, landlord’s works schedule and specifications (often by reference to British Council for Offices guidance). Typical Cat A items include raised access floors and floor boxes, suspended ceilings, basic mechanical and electrical services (heating, cooling and ventilation), general lighting and small power, fire detection/alarms, and WCs/common parts to a lettable standard. It commonly excludes tenant partitioning, meeting rooms, kitchenettes beyond basic provision, branding, specialist M&E, data/IT cabling and final floor finishes, which are usually Category B tenant fit out. Cat A is legally significant because it defines the condition for practical completion, handover, rent commencement and warranties; sets the baseline for repair, service charge and dilapidations/reinstatement at lease end; and frames consent and compliance requirements for subsequent tenant fit out. Usage is broadly consistent across England & Wales, Scotland, Northern Ireland and Ireland, though documentation and terminology vary (for example, missives in Scotland). Always rely on the agreed specifications rather than the label.
