What does CoNE mean?
In legal and commercial documents, CoNE means the “Centre of Nuclear Excellence”, an industry‑led initiative describing the West Cumbria nuclear cluster centred on Sellafield. It is not defined in legislation or case law and is used as a descriptive term in procurement, planning, economic development and skills documentation. References to CoNE usually identify the geographic cluster, participating stakeholders and supply‑chain programmes. The term may appear in tenders, framework agreements, memoranda of understanding, funding agreements and community benefit arrangements connected with nuclear decommissioning, waste management and potential new build. Use of CoNE does not create any separate legal entity, confer regulatory status or imply approval by the Office for Nuclear Regulation or other authorities. Where scope or eligibility matters, parties should define “CoNE”, the covered activities and the relevant West Cumbria area within their contracts, and address subsidy control/state aid, procurement law and planning obligations. Across England & Wales, Scotland, Northern Ireland and Ireland the usage is consistent: CoNE is informal shorthand for the West Cumbria nuclear cluster.
