CoRWM is the UK Government’s independent advisory committee on the
long‑term management of higher‑
activity radioactive waste, whose reports and advice are frequently cited in policy documents, consultations and regulatory strategies relevant to planning, environmental permitting and nuclear decommissioning. It is not a statutory regulator and is not defined in legislation; it operates as an advisory non‑departmental public body sponsored by the Department for Energy Security and Net Zero.
Key functions include providing independent scrutiny and advice on: the UK’s policy of geological disposal (including development of a Geological Disposal Facility), robust interim storage, waste inventory issues, and the siting process based on community consent. It scrutinises the work of the Nuclear Decommissioning Authority and its delivery body, Nuclear Waste Services.
CoRWM’s 2006 recommendations led to Government’s 2006 policy response, the incorporation of Nirex into the NDA, and the current implementation pathway for geological disposal. Reconstituted in 2007, CoRWM continues to advise UK and devolved administrations.
Usage is broadly consistent across England & Wales, Scotland and Northern Ireland, although Scotland’s policy favours near‑surface, near‑site long‑term management rather than deep geological disposal. CoRWM has no role in Ireland.
