What does DSRL mean?
DSRL (Dounreay Site restoration Limited) is the site licence company that operates the Dounreay nuclear site in Caithness, Scotland, and delivers its decommissioning, demolition and environmental remediation. In legal practice, the term identifies the Office for Nuclear Regulation (ONR) licensee responsible under the Nuclear Installations Act 1965 and associated site licence conditions, and the holder of environmental permits issued by the Scottish Environment Protection Agency (SEPA). DSRL is a wholly owned subsidiary of the UK Nuclear Decommissioning Authority (NDA) and is funded by the NDA under the Energy Act 2004 to carry out the agreed site closure programme. It procures and manages contractors and suppliers for decommissioning, radioactive waste management and related projects, and engages with local planning authorities (notably The Highland Council) on planning and land-use controls. This is a descriptive industry term rather than one defined in legislation, though its functions arise from statutory licensing and permitting frameworks. Usage is consistent across England & Wales, Scotland and Northern Ireland for understanding roles within the NDA estate.
