What does ECITB mean?
In legal and contractual practice in the engineering construction sector, ECITB refers to the Engineering Construction Industry Training board, the statutory industry training body for Great Britain (England, Wales and Scotland) operating under the Industrial Training Act 1982. It sets sector competence standards, approves and awards qualifications (including the CCNSG Safety Passport), funds training via a levy-and-grant scheme, and provides information on careers, qualifications and training. The term is not a defined legal term in general law but denotes this specific statutory body. Its legal relevance typically arises in: levy assessments and compliance (whether an employer is “in scope”, calculation and payment under annual Industrial Training Levy (ECITB) Orders); drafting procurement and EPC contracts (specifying ECITB-approved qualifications or site access requirements); and workforce governance (apprenticeships, competence and health and safety training). Coverage is broadly consistent across England & Wales and Scotland. ECITB does not operate in Northern Ireland (where the Engineering Training Council Northern Ireland applies) or in Ireland (where SOLAS and other bodies regulate training). Parties should verify current levy orders, exemption criteria, grant rules and recognised qualifications when allocating training obligations or pricing workforce costs.

This material underpins the rollout of the Building (Scotland) Amendment Regulations 2022 (SI 2022/136), which from 1 June 2022 prohibit combustible cladding on buildings exceeding 11 metres. Under these provisions, products must meet European Classification A1 or A2-s1, d0 in line with BS EN 13501-1:2018 standards. Separately, the Cabinet Secretary for Housing, Mairi McAllan, has confirmed that Persimmon, Taylor Wimpey, Barratt Redrow and Springfield have executed the Developer Remediation Contract published on 21 November 2025.
