ENSREG describes, in practice, the EU forum through which national
nuclear safety regulators coordinate on nuclear safety, radioactive waste and spent fuel management, transparency, and peer review. It is not a law‑making body and is generally not a term defined in legislation; rather, it is the commonly used name for the European Nuclear Safety Regulators
group, an expert group convened by the European Commission in 2007.
Membership comprises the heads of EU Member States’ nuclear safety authorities and the Commission. ENSREG issues non‑binding positions and coordinates EU‑wide “stress tests” and topical peer reviews that support implementation of the Euratom Nuclear Safety Directive and the Radioactive Waste and Spent Fuel Management Directive. Its reports and recommendations are frequently cited in regulatory practice and compliance documentation across the EU.
Jurisdictional note:
- United Kingdom (England & Wales, Scotland and Northern Ireland): prior to EU exit, the Office for Nuclear Regulation participated in ENSREG. The UK is no longer a member. ENSREG outputs may still be used as persuasive international benchmarks or referenced in ONR guidance and industry standards.
