Equivalence of Input meaning

What does Equivalence of Input mean?
Equivalence of Input (EoI) describes a non‑discrimination standard in telecoms regulation whereby an incumbent’s downstream business and rival providers obtain exactly the same wholesale inputs on the same terms and through the same systems. In practical terms, both must use identical upstream components (for example, tie‑cables, exchange space, ports and electronic equipment), follow the same ordering, provisioning and repair processes, access the same information and interfaces, and receive the same service levels, timescales and prices. Product development and roadmaps must also be aligned so no internal retail arm gains an advance or preferential functionality. The term is not defined in primary legislation but is widely used in Ofcom and ComReg regulatory decisions and undertakings/commitments (for example, in relation to BT/Openreach functional separation and wholesale local access remedies). It contrasts with Equivalence of Outputs (EoO), which focuses on comparable outcomes rather than identical inputs and processes. Legally and operationally, EoI underpins SMP non‑discrimination obligations, informs compliance assessments, dispute resolution and margin‑squeeze analysis, and is central to wholesale access product governance. Usage and effect are broadly consistent across England & Wales, Scotland, Northern Ireland and Ireland, though the detailed implementation follows each regulator’s specific market reviews and conditions.
