Published in advance of the GPAI model rules taking effect on 2 August 2025, they are intended to spell out in detail what providers must do under the law. While not legally binding, the guidelines reflect the Commission’s reading and intended application of the Act, which will inform its enforcement approach. They also sit alongside the General-Purpose AI Code of Practice that independent experts submitted to the Commission on 10 July. What is the background to TPR's consultation on its new General Code? Statutory requirements and consultation process: Under the 2018 Regulations: Trustees and other governing bodies must establish and operate an effective system of governance (ESOG). For simplicity, this article refers only to trustees. The General Code applies to all occupational pension schemes, with ESOG exemptions for public service schemes, authorised master trusts and authorised collective money purchase schemes. To this end, TPR must issue a Code of Practice covering ESOG and, for schemes with 100 or more members, related areas, including an own-risk assessment of the governance system and a remuneration policy. The General Code has been some time in development. The 2018 Regulations (SI 2018/1103) took effect in January 2019. TPR issued a draft Code for consultation in March 2021; the consultation closed in May 2021, and an interim response followed three months later. What was the outcome following the consultation? FORTHCOMING CHANGE: Following the Autumn Budget 2024, the government initiated an independent review into the loan charge. Launched on 23 January 2025, the review’s remit was to examine the obstacles preventing people within scope of the loan charge, who have not settled and paid their tax liabilities in full, from reaching agreement with HMRC, and to recommend measures to encourage settlement with HMRC (see News Analysis: Autumn Budget 2024—Independent review of the loan charge). To support this work, a call for evidence—directed at those still affected by the loan charge and their advisers—was issued on 28 March 2025. This practice note addresses the 2nd Edition of the Burgundy Book, released in 2013, with particular emphasis on its role as a target cost form. In line with all IChemE agreements, the Burgundy Book contains thorough requirements for testing at completion and for commissioning, making it especially well suited to process engineering sectors such as nuclear, water, petrochemicals, and food. The suite adopts an almost entirely uniform structure across clauses, presentation and schedules.
