Financial Policy Committee meaning

What does Financial Policy Committee mean?
In practice, the Financial policy Committee is the bank of england’s statutory macroprudential committee that identifies, monitors and addresses systemic risks to the UK financial system and sets UK macroprudential policy. It is established by Part 1A of the Bank of England Act 1998 and its primary objective is to protect and enhance UK financial stability while supporting the Government’s economic policy. It can issue Directions and Recommendations to the Prudential Regulation Authority (PRA) and Financial Conduct Authority (FCA), including setting the UK countercyclical capital buffer and other Treasury‑specified tools (such as sectoral capital or leverage requirements). It sits alongside the monetary policy Committee but focuses on financial stability, not inflation. For legal practitioners, FPC outputs influence bank capital planning, mortgage lending limits, stress testing, regulatory disclosures and conditions in financing documentation and due diligence. Its Financial Stability Reports, policy statements and meeting Records are key compliance and risk references. Usage is consistent across England & Wales, Scotland and Northern Ireland. In Ireland, there is no FPC; similar macroprudential functions are exercised by the Central Bank of Ireland under domestic and EU law (including the Irish countercyclical capital buffer and mortgage rules).

'Twin peaks' regulatory structure The 2007–2008 financial crisis prompted a sweeping overhaul of the UK’s supervisory framework. The new model, effective from 1 April 2013, is widely referred to as ‘twin peaks’ regulation. Under this arrangement, responsibilities are divided between: Prudential oversight — undertaken by the Prudential Regulatory Authority (PRA) for insurers, banks, building societies, credit unions and systemically important investment firms. Conduct supervision — undertaken by the Financial Conduct Authority (FCA), which also carries out prudential regulation of investment firms that are not systemically important.
