FSA handbook meaning

What does FSA handbook mean?
In practice, the “FSA Handbook” refers to the former online rulebook that consolidated the Financial Services Authority’s (FSA) binding rules, evidential provisions and guidance made under the Financial Services and Markets Act 2000 (FSMA). It was the primary source of UK financial regulation for authorised firms and approved persons, covering areas such as Principles for Businesses (PRIN), Systems and Controls (SYSC), Conduct of Business (COBS), mortgage and insurance conduct, supervision (SUP), dispute resolution (DISP) and enforcement. The term itself is descriptive rather than a defined statutory term, but the underlying instruments had legal effect through FSMA rule‑making powers. Following the 2013 regulatory reforms, the FSA was replaced by the Financial Conduct Authority (FCA) and the Prudential Regulation Authority (PRA). The FSA Handbook was split into the FCA Handbook and the PRA Rulebook. References to the “FSA Handbook” now typically arise in historic or transitional contexts, including enforcement, litigation and due diligence assessing pre‑2013 conduct. Use and effect were (and remain) consistent across England & Wales, Scotland and Northern Ireland. The term is not used in Ireland, where the Central Bank of Ireland’s rulebooks apply. This Practice Note provides an overview of the contents and structure of the Financial Conduct Authority (FCA) Handbook.
