What does Fuel cladding mean?
Fuel cladding describes, in nuclear practice, the metal sheath (typically zirconium‑based alloy) that encases nuclear fuel and acts as a primary barrier against the release of radioactive material. In legal and regulatory work it matters because safety cases, licensing and environmental controls often turn on demonstrating the integrity, performance and management of this barrier. The term is not generally defined in statute or case law. It is a technical expression used across multiple legal contexts, including nuclear site licensing, safety case preparation and review, incident reporting, decommissioning, spent fuel storage, transport of radioactive material and radioactive waste classification. It commonly appears in regulatory guidance and assessments (for example, those relied on by the regulator when judging fuel integrity) and in supply and maintenance contracts specifying cladding materials, inspection, warranties and acceptance criteria. Usage is broadly consistent across England and Wales, Scotland and Northern Ireland. Nuclear safety and safeguards are regulated in Great Britain by the Office for Nuclear Regulation, while environmental permitting/authorisation regimes differ by jurisdiction. In Ireland, the Environmental Protection Agency regulates ionising radiation and emergency preparedness; the term arises mainly in transport, emergency planning and cross‑border considerations. Not to be confused with building “cladding” used in fire safety and construction law.
