Gangmaster meaning

What does Gangmaster mean?
In practice, a gangmaster is a labour provider or intermediary who supplies groups of workers for agriculture, shellfish gathering or related food-processing/packaging work. In the UK this term is defined in legislation: under the Gangmasters (Licensing) Act 2004 (GLA 2004), a person acts as a gangmaster if they supply a worker to do work to which the Act applies for another person, or if they use or make arrangements for a worker to do such work for another. The regulated work includes agriculture and horticulture, shellfish gathering, and the processing or packaging of those products. Acting as a gangmaster in these sectors requires a licence from the Gangmasters and Labour Abuse Authority (GLAA). It is a criminal offence to operate as an unlicensed gangmaster or to use an unlicensed gangmaster. Businesses typically demonstrate compliance by checking the GLAA public register and by including licence and audit obligations in commercial contracts. Usage is consistent across England & Wales, Scotland and Northern Ireland (the GLAA licensing regime applies UK‑wide). In Ireland, “gangmaster” is not a defined statutory term; comparable activity is generally treated as employment agency/labour hire work under employment agency legislation, with labour exploitation addressed under criminal and employment law.
