The term is not defined in UK or Irish legislation or case law; it is a descriptive name for the inter‑regulatory body Heads of the European Radiological Protection
competent authorities (HERCA).
HERCA develops non‑binding position papers and recommendations on ionising radiation regulation, including medical exposures, industrial and research uses, transport of radioactive material, and emergency preparedness and response (notably the HERCA‑WENRA approach for cross‑border nuclear emergencies). Its outputs are frequently referenced in regulatory guidance and compliance strategies.
Regulators from the UK and Ireland participate.
