nuclear safety Advisory
group, an expert body established by the International Atomic Energy Agency (IAEA) that issues advice and publishes reports on nuclear safety principles, policies and approaches, including safety culture. INSAG materials are not defined in UK or Irish legislation or case law and are non-binding, but they are widely treated as persuasive technical authority.
Legal professionals encounter INSAG in nuclear regulatory compliance and governance: its publications are commonly cited in safety cases, licence condition compliance, ONR assessments and guidance, environmental impact assessments, procurement and contractual specifications, and as benchmarks in due diligence, public inquiries and expert evidence. UK regulators, particularly the Office for Nuclear Regulation (ONR), often reference IAEA/INSAG material in their Safety Assessment Principles and Technical Assessment Guides. In Ireland, the Environmental Protection Agency’s radiological protection functions likewise take account of IAEA guidance.
Usage and effect are broadly consistent across England & Wales, Scotland, Northern Ireland and Ireland: INSAG outputs inform regulatory policy and practice but do not themselves create legal duties unless incorporated by statute, licence, permit, contract or a specific regulatory decision.
