What does Keeper of the Registers of Scotland mean?
The senior official who leads registers of scotland (RoS) and is the statutory office-holder responsible for maintaining Scotland’s public land and property registers. In practice, conveyancers, lenders and public bodies deal with the Keeper when applying to register deeds or titles in the Land Register of Scotland or the historic register of sasines, and when seeking rectification or relying on the Keeper’s warranty/indemnity. The office is established, and its core functions are set out, in the Land Registration etc. (Scotland) Act 2012 and other legislation governing RoS-managed registers. The Keeper also administers and publishes other statutory registers, including the Register of Inhibitions, the Books of Council and Session (Register of Deeds), the Crofting Register and registers supporting community rights to buy. Key roles include setting registration practice and guidance, determining applications, safeguarding the accuracy of the registers, effecting rectification, and managing the state guarantee associated with title sheet entries. This term is specific to Scotland. Roughly comparable roles are the Chief Land Registrar (England and Wales), the Registrar of Titles (Northern Ireland) and the Registrar of Titles at the Property Registration Authority (Ireland).
