LoC (Letter of
compliance): In UK nuclear waste management practice, a Letter of Compliance is written advice issued by Nuclear Waste Services (NWS), the NDA subsidiary formerly
radioactive waste Management Limited, following its
disposability assessment of a proposed waste package. It indicates that, on the stated assumptions and within defined limits, NWS considers the package likely to be suitable for eventual disposal in a Geological Disposal Facility (GDF). It is not defined in legislation; it arises from NWS guidance and the evolving GDF safety case.
An LoC is not a statutory authorisation or regulatory approval and creates no right to dispose; it evidences packaging strategies for waste producers and regulators. Key features include design- and wasteform-specific scope; stated conditions and periodic review; potential revision as the GDF design or safety case evolves.
The LoC process relates to the GDF programme for England and Wales. Recognised by ONR and the environment agencies, it does not replace licence or permit requirements. Scotland pursues near-surface management for higher-activity waste, so LoCs have limited application there. Northern Ireland and Ireland have no domestic GDF; the term is not generally used in Irish practice.
