A practical label (not a defined statutory term) for the local authority strand of integrated environmental permitting in England and Wales. It refers to the regulation of Part A(2) installations under the Environmental Permitting (England and Wales) Regulations 2016, SI 2016/1154. Operators of A(2) installations must obtain and comply with an environmental permit imposing integrated controls on emissions to air, water and land, based on best available techniques (BAT), with requirements for monitoring, reporting, and site management. Local
authorities determine applications, vary, transfer and accept surrender of permits, inspect and enforce (including improvement and suspension notices and criminal prosecution). The regime implements the Industrial Emissions Directive principles for these activities; Natural Resources Wales/Environment Agency regulate Part A(1).
Jurisdictional use differs:
- Scotland: Integrated PPC for A‑activities is regulated by SEPA under the Pollution Prevention and Control (Scotland) Regulations 2012 (SSI 2012/360). Local authorities regulate only “Part B” (air‑only) activities. The term “LA‑IPPC” is not used.
- Northern Ireland: Integrated A‑installations are regulated by the Northern Ireland Environment Agency under the Pollution Prevention and Control (Industrial Emissions) Regulations (NI) 2013 (SR 2013/160). District councils regulate air‑only activities. The term is not used.
