MEP meaning

What does MEP mean?
In construction and real estate legal practice, MEP denotes the mechanical, electrical and plumbing systems on a project, and the associated design, installation, testing, commissioning and maintenance works. It is a descriptive industry term (not defined in legislation or case law) used across procurement and construction contracts. MEP commonly appears in scopes of works, work package descriptions, performance specifications, design responsibility matrices and subcontracts (including JCT and NEC forms). It is often used interchangeably with “M&E” or “building services”, with MEP emphasising plumbing/public health elements. Key legal issues include allocation of design liability and coordination duties; performance and compliance requirements; interfaces with structure, fire and life-safety systems, controls/BMS and sustainability targets; and evidence of completion through O&M manuals, as-built drawings, test and commissioning certificates. MEP commissioning frequently drives payment milestones, sectional completion, practical completion, defects liability and maintenance obligations, as well as collateral warranties and asset handover. Usage is broadly consistent across England & Wales, Scotland, Northern Ireland and Ireland. Compliance will reference the applicable building regulations and standards in each jurisdiction (for example, Approved Documents in England & Wales, Scottish Technical Handbooks, Northern Ireland Technical Booklets and Irish Technical Guidance Documents), together with relevant BS/EN standards.
