MTPAS is the Mobile Telecommunication Privileged
access Scheme, the UK mechanism for giving emergency responders priority access to congested mobile networks during a major incident. In practice, on request (typically by the police Gold Commander) mobile network operators restrict general access in an affected area and permit privileged access for whitelisted SIMs held by Category 1 and Category 2 responders and critical partners. 999/112 calls are unaffected for the public.
MTPAS is an operational government–industry scheme, replacing ACCOLC (Access Overload Control) system, rather than a term defined in legislation or case law, but it sits within the Civil Contingencies Act 2004 framework and operator authorisation conditions. Activation is geographically and temporally limited and coordinated with networks under government guidance.
Legal relevance: appears in business continuity and emergency planning documents and contracts with mobile network operators; practitioners may need to advise on eligibility, data handling for whitelisting, and notification/activation protocols. The scheme is broadly consistent across England & Wales, Scotland and Northern Ireland.
