What does Multi Package Contract mean?
A multi‑package contract (also called multi‑contracting and, where an agent manages the packages, construction management) is a procurement approach in which the employer lets a series of separate trade/works contracts and directly manages design and construction through a construction manager and the architect/engineer (A/E) and other consultants. It is a descriptive industry term, not defined in legislation; each package is a separate contract governed by its own terms and any overarching protocols.
Key features and implications:
- Employer holds multiple direct contracts; there is no single point of responsibility as with a main contractor, EPC or design and build.
- Under construction management, the construction manager acts as the employer’s agent and does not carry works risk; package contractors contract directly with the employer. (Distinct from management contracting, where a management contractor lets sub‑contracts.)
- Greater interface, design coordination and programme risk sits with the employer; scopes, interface matrices, insurance, bonds/PCGs, collateral warranties/third‑party rights and dispute resolution provisions must align across packages.
- Delay and performance remedies are typically package‑specific; overall completion and liquidated damages are harder to enforce globally.
- Public sector projects may require separate procurement for each package.
