NEPLG (Nuclear Emergency Planning Liaison
group) describes the former UK cross‑government forum that coordinated multi‑agency off‑
site planning for emergencies at civil and
defence nuclear sites. In legal practice, the term is encountered in legacy guidance, emergency plans and regulatory materials addressing preparedness, response and recovery. It is not defined in legislation; rather, it was an administrative liaison group convened and chaired by central government (then the Department for Business, Energy and Industrial Strategy,
beis).
In 2012 NEPLG’s functions were incorporated into the Nuclear Emergency Planning Delivery Committee and its associated working groups. Subsequent UK nuclear emergency planning and response guidance has superseded the earlier “NEPLG consolidated guidance”, though many documents still cite NEPLG.
References to NEPLG remain relevant when advising on compliance with the Radiation (Emergency Preparedness and Public Information) Regulations (REPPIR) 2019, Civil Contingencies Act 2004 duties on Category 1 responders, operators’ off‑site emergency plans and multi‑agency exercises.
Usage is broadly consistent across England & Wales, Scotland and Northern Ireland. The term is not used in Irish legislation, although analogous civil protection arrangements exist. Following machinery‑of‑government changes, policy responsibility now sits with the Department for Energy Security and Net Zero (DESNZ).
