NFCE refers to the
nuclear fuel Centre of Excellence, a joint UK research and development (R&D) initiative for nuclear fuel research and engineering operated by the National Nuclear Laboratory (
nnl) and the
university of Manchester’s
dalton nuclear institute. It is based across facilities in Manchester, at NNL’s Preston laboratories (Springfields), and in West Cumbria (including sites adjacent to Sellafield).
This is a descriptive term used in contracts, collaboration agreements, grant and procurement documents, rather than a term defined in legislation or case law. References to the NFCE typically identify the participating institutions, the relevant facilities and applicable site policies. Common legal issues include intellectual property ownership and licensing, confidentiality and information security, export controls and nuclear safeguards, health and safety, site access and security clearance, and compliance with Office for Nuclear Regulation (ONR) requirements and site licence conditions applicable to NNL locations.
Usage is broadly consistent across England & Wales, Scotland and Northern Ireland. In Ireland, the NFCE is generally referenced as a UK counterparty or facility in cross‑border research or procurement, with Irish law considerations arising through contract terms, funding conditions and conflict of laws.
