What does NIAS mean?
NIAS describes the dedicated Airwave (TETRA) radio communications used by the UK nuclear sector—typically by nuclear site licensees and the Civil Nuclear Constabulary—for security, safety and emergency response. In documents it is often referred to as the Nuclear Industry Airwave Service/Signal. It is not defined in legislation; rather, it is an industry term appearing in security plans, emergency arrangements, and procurement and service agreements. Legal relevance includes: setting service levels and resilience obligations; encryption and access controls; interoperability with blue‑light partners; incident logging and retention; lawful interception and disclosure; and data protection and information security. These requirements align with duties under the Nuclear Industries Security Regulations 2003 and site licence conditions to maintain robust, resilient communications. Usage is broadly consistent across England & Wales and Scotland. Northern Ireland also uses Airwave, though nuclear facilities are limited. In Ireland, Airwave is not used and NIAS is not a standard term; equivalent references are to the TETRA Ireland network and radiological emergency plans. Practitioners should address transition and interoperability as the Airwave network is expected to be replaced by the Emergency Services Network (ESN) in long‑term contracts and regulatory submissions.
