NIRAB (Nuclear Innovation and
research Advisory
board) refers in practice to the UK Government’s expert advisory board on civil nuclear research and innovation. It provides independent advice to ministers and officials on priorities for publicly funded nuclear R&D and innovation to support energy
policy, regulation and the nuclear
industrial strategy. It is a non‑statutory body (not defined in legislation or case law) and has no decision‑making or regulatory powers.
Established following the 2013 Nuclear Industrial Strategy, NIRAB first operated from 2014 to 2016 and was reconvened from 2018 to 2021 to advise on the BEIS Nuclear Innovation Programme and the Nuclear Sector Deal. Membership has drawn from industry, academia, national laboratories and government, with support from the Nuclear Innovation and Research Office (NIRO). Its recommendations shape government R&D funding priorities and programme design, which can be relevant to procurement, grant and collaboration agreements, subsidy control/state aid analysis, intellectual property allocation, and nuclear supply‑chain contracting.
Usage is consistent across England & Wales, Scotland and Northern Ireland. NIRAB is a UK advisory body and not an Irish public authority, but Irish practitioners may encounter it in cross‑border energy, research funding and regulatory matters.
