EU Emissions Trading System The EU Emissions Trading System (EU ETS) operates on a cap-and-trade basis and is the world’s largest emissions trading scheme by trading volume. A ceiling is set in advance on the overall quantity of certain specified greenhouse gases that sources in the scheme, such as factories, power stations and other installations, may emit under the system.
