NSP (formerly NS4P) refers to the sector-wide Nuclear Skills
passport: a secure, web-based competency passport used across the UK and Irish nuclear and radiological industries to
record and evidence workforce training, qualifications and role competence against nationally recognised standards. In legal practice it is typically referenced in procurement documents, framework agreements, site access conditions, contractor assurance schedules and mobilisation plans as the mechanism for demonstrating competence and portability of skills across licensees and the supply chain.
NSP is an industry term, not defined in legislation or case law. Its legal significance is in evidencing compliance with health and safety and radiation‑protection obligations, supporting audit trails for clients and regulators, and reducing onboarding and subcontracting risk through verified, transferable records.
Key features include controlled access, verification of entries and reporting suitable for audits and inspections. Contracting parties should address data protection (UK GDPR/GDPR), allocation of controller/processor roles, accuracy, retention, and international transfers, as well as allocation of responsibility for updates and reliance on NSP data.
Usage is broadly consistent across England & Wales, Scotland and Northern Ireland. In Ireland, while there is no distinct statutory status, cross‑border clients and contractors may require NSP participation to support workforce mobility and competence assurance.
