What does Numbering conventions mean?
Numbering conventions describes, in telecoms regulatory practice, the rules and principles governing the allocation, use and management of numbers under a national numbering scheme (for example geographic, mobile, non‑geographic, premium and short codes). The term is a descriptive expression rather than a defined statutory term in the UK, where Ofcom sets the National Telephone Numbering Plan and imposes related obligations through the General Conditions of Entitlement under the Communications Act 2003. In Ireland, it refers to ComReg’s National Numbering Conventions, a formal regulatory instrument made under the Communications Regulation Acts. Typical features include: eligibility and assignment procedures; number structure and designation; activation and withdrawal; conservation measures; routing and access; calling line identification (CLI) presentation; tariffing and consumer information requirements; portability and migration; and restrictions to prevent misuse. The regime applies uniformly across England & Wales, Scotland and Northern Ireland (via Ofcom), with a parallel but broadly consistent framework in Ireland (via ComReg). Practically, numbering conventions inform compliance programmes, interconnection and wholesale agreements, retail pricing and advertising, dispute resolution, and enforcement risk.
